When I set a tab container's visibility property to 'hidden' and it has 'hasPanel' selected, the empty panel is still visible. Is there a way to set the panel child of the tab to be 'hidden' as well?

Only the selected item's panel is visible. If you don't use setVavlue or setUIValue to select the hidden item, the hidden item's panel will be hidden too.

I wasn't calling a setValue or setUIValue on the panel tab itself anywhere.

I did find that after doing the mocking up I could set the hasPanel property to false and then in the code where I set the visibility of the block wherein it is contained to visible I set the hasPanel property to true and everything seems to work correctly.
